Efrat Cohen

Efrat Cohen is a senior partner and head of the firm’s Regulation Department.

 

Efrat has extensive experience in regulatory matters across a wide range of industries, with a particular focus on the financial, banking, pharmaceutical, and healthcare sectors. She represents international and domestic shareholders, companies, and leading business organizations in complex regulatory proceedings, and advises management teams and boards of directors on strategic issues and crisis management.

 

In her practice, Efrat counsels on regulatory and business matters, including advising on structural changes and the opening of markets to competition, issuing legal opinions and formulating positions on emerging regulation, implementing new regulatory frameworks within organizations, developing policy and drafting internal procedures, and conducting compliance assessments and regulatory mapping for regulated entities. She also provides support during transactions and in obtaining regulatory approvals, represents clients before public and governmental committees, participates in Knesset committee discussions, and acts for clients in hearings, enforcement proceedings, administrative petitions, and matters involving financial sanctions.

 

Efrat’s clients include banks, investment houses, fund management companies, insurance agencies and fintech companies, healthcare service providers, energy companies, retail and income-producing real estate companies, business associations, and non-profit organizations.

 

Prior to joining the firm, Efrat served as Head of the Regulatory and Public Policy Division in the Legal Department of Bank Leumi, alongside other senior roles at the bank. Before that, she was CEO of Pharma Israel (the Association of Multinational Pharmaceutical Companies), and previously headed the Regulatory Department at a leading and well-known law firm in Israel.
