This includes preparing submissions for public and private tenders, as well as drafting and negotiating complex EPC, O&M, concession, consortium, partnership, and subcontractor agreements. We also assist in applying for permits, and offer day-to-day support in dispute resolution.
Our firm has been actively involved in the most prominent and complex infrastructure projects in Israel in recent years. We support a wide client base, including both Israeli and multinational companies.
The team is headed by Simon Jaffa. He is considered an expert in the field, with particular expertise in advising clients on their energy projects.
Our Experience
We offered our support in the Dalia/Tzafit combined cycle power plant project. (To date, this is the biggest project ever executed in Israel by an independent power producer.) Other projects include the Gilboa pumped-storage hydroelectric power station and the DSW power plant. We also assist clients active in the Etgal/Ashdod gas turbine combined cycle power plant and the two Ashalim thermo-solar power plants.
In addition, we provide specialized legal advice and pragmatic solutions for a wide variety of renewable energy projects.

Doral Renewable Energy Signs USD 390 Million Financing Agreement for Mammoth North Energy Project
Funding for the project in Indiana, which is expected to produce about 1,600 megawatts of clean energy, is being put forward by a consortium led by Deutsche Bank. Advs. Roy Engel and Samuel Henry Samuel represented Doral in the transaction, alongside McDermott Will & Emery.

British magazine The Lawyer interviewed Shai Avnieli, an expert in the infrastructure area, on the subject. In his comments, Shai noted that providing legal advice for complex projects is not something just any lawyer can do. "This practice area is not some buzzword that lawyers can quickly adapt to and it is certainly impossible to quickly become adept in this field," he stressed.
Our Client China Harbour to Purchase Alon Tavor Power Station
Our firm represented the Chinese company China Harbour in its winning bid with Mivtach Shamir and Rafak Energy for the Israel Electric Corporation tender for the purchase of the Alon Tavor power station. This is the first time a Chinese company entered a bid to generate conventional electricity in Israel. Advs. Inon Yogev, Nitzan Goldreich, and Yaniv Zohar of our Infrastructure and Project Finance Department represented the client.
