ISA Proposes to Update Recognition of Foreign Corporations as “Sophisticated Investors”
The ISA proposes to unify its recognition framework for foreign sophisticated investors and update the categories of eligible entities in the US, Europe, and the UK.
The proposal sets out requirements for offering documents, distributors, and investor verification on TASE-UP, with public comments due by November 12, 2026.

Netherlands Imposes Sanctions on Israeli Settlement Products: Dutch Customs Requirements for Imports from Israel
The Temporary Sanctions Order on Goods from Israeli Settlements in Israeli-Controlled Territories took effect on September 22, 2026. The Order prohibits imports, purchases, and sales of goods that are wholly or partially produced in Israeli settlements in Israeli-controlled areas since the Six-Day War, including the Golan Heights.

Israeli Exports to the EU: Quotas, PFAS, and Carbon
Three EU regulatory regimes have taken effect since the beginning of 2026, changing the conditions for Israeli exports to the European Union: steel import quotas, restrictions on PFAS compounds in consumer goods and food packaging, and the financial phase of the Carbon Border Adjustment Mechanism (CBAM). All three impose obligations on European importers, but Israeli exporters hold much of the information needed for compliance. The EU-Israel Association Agreement does not exempt Israeli exporters from these requirements.

The Government Urban Renewal Authority’s letter of September 23, 2026, to the heads of local authorities sends a clear message: when building permits are issued can have significant financial implications for local authorities. Under RFP 1/2026, the letter explains, building permits issued in 2026 will receive budgetary priority. Funding for permits issued in 2027 will depend on whether any funds remain after allocations for the 2026 permits.

ISA: Even a Brief Intermediary Role in Transferring Payment Funds Requires a Payment Services License
The Israel Securities Authority (ISA) staff recently responded to a preliminary query submitted on behalf of Hever Permanent Army Soldiers and Pensioners Organization Ltd and Hever Consumer Club Ltd. The query asked whether Hever’s prepaid card activities require a license under the Regulation of Payment and Payment Initiation Services Law, 2023. The ISA staff’s response clarifies the scope of the licensing obligation in the payment services sector, with implications extending beyond Hever’s case.
