Between a Rock and a Hard Place – Russian-Israeli Citizens’ Assets Frozen
Euroclear, a major European clearing house, has frozen about USD 230 billion in Russian assets, including assets of Israelis with Russian citizenship. Since the outbreak of the Russia-Ukraine war in February 2022, thousands of sanctions have been imposed on Russia, as a country and on all its citizens. As a result of the sanctions imposed by the European Union, Euroclear froze assets totalling about USD 300 billion. More than five million Russians holding foreign securities, including Israelis of Russian origin, had their assets frozen.

Advising Azrieli Group on New Assisted Living Project Awarded in Government Tender
We are advising the Azrieli Group on the development of a new assisted living project in the Sde-Dov neighborhood in northern Tel Aviv, following Azrieli’s win in a government tender for the establishment of a large-scale senior housing complex. The Sde-Dov area, located on the grounds of the former airport, is being developed into a new residential district planned to include approximately 16,000 housing units, a central park, and the preservation of historic elements.

A Practical Guide to Board Responsibility and DPO Appointment Under Amendment 13
Amendment 13 to the Israeli Privacy Protection Law is expected to come into effect in mid-August 2025. The amendment prescribes, inter alia, organizations’ obligation to appoint a data protection officer. The Privacy Protection Authority recently published a draft directive on implementing this obligation. The draft is not final and is open for public comments.

Israel or Foreign Resident? New Memorandum of Law Changes the Rules
On July 1, 2025, a memorandum of law was published for public comments proposing an amendment to the Israeli Income Tax Ordinance’s definition of “Israeli resident” for tax purposes. The amendment proposes to replace the rebuttable presumption with irrebuttable conclusive presumptions about whether an individual is an Israeli resident or a foreign resident

Our firm is representing Aura in a major urban renewal (Pinui-Binui) project in northwestern Nesher, covering approx. 6.2 dunams. The plan includes demolishing 152 old units and building around 800 new apartments, along with commercial, office, and public spaces. Residents will benefit from expanded apartments, sun balconies, parking, storage, reinforced security rooms, and upgraded infrastructure. The project also offers a 10-year maintenance fund and potential profit-sharing for existing residents.

Spanning approximately 53 dunams (13 acres), the project is one of the most significant urban regeneration initiatives in the Western Galilee region.
