Barnea: Representing Aviv Group in Administrative Petition
Adv. Zohar Lande, Adv. Adi Shoham, Adv. Shay Bello, and Adv. Anna Elenport represent Aviv Group in an administrative petition filed against the Herzliya Municipality. The petition was filed after the municipality undertook to approve a development plan for land within a year, a condition precedent to the transfer of the land to Aviv. The municipality, however, has yet to review the plan. Aviv is currently bearing the financial cost, even as construction is not expected to start any time soon.

Supreme Court: Metpro Tender Win for M1 Metro Line Stands
Adv. Zohar Lande and Adv. Shai Avnieli represented Metpro in an administrative appeal submitted to the Supreme Court, in which another bidder attempted to disqualify Metpro’s win in the tender for the management and planning of the M1 metro line. The Supreme Court accepted the district court’s position, recommending that the appellant withdraw its appeal and reach an agreement with Metpro regarding legal expenses.

Barnea: Representing RGE in Hot’s Appeal to the Supreme Court over FREETV
Our firm represented RGE in the appeal the television cable company Hot filed with the Israeli Supreme Court over the Second Authority for Television and Radio’s decision to approve the establishment of FREETV, a joint initiative between RGE and Keshet. In its appeal, Hot claimed approval of the project was invalid because of alleged harm to competition and because of the project’s potential consequences on centralization in the media. The Supreme Court rejected the appeal and ruled it was not within Hot’s authority to determine a legal flaw in the decision-making process or the approval itself. RGE was represented by Adv. Zohar Lande, Adv. Eran Winner, Adv. Ido Vakshi, and Adv. Lina Makhuli.

Representing Shikun & Binui and Egged in Administrative Petition
Our firm represents Shikun Binui and Egged in an administrative petition filed with the Jerusalem District Court over the tender committee's decision not to disqualify the bids of French company Alstom and Russian company TMH in the tender for the Jerusalem Light Rail's Blue Line. Adv. Zohar Lande and Adv. Shai Avnieli provided representation in the matter.

Barnea Represents ISI in Petition Against Israeli Ministry of Health
We represented Israel Scientific Instruments Ltd. (ISI) in a petition filed with the Jerusalem District Court against the Ministry of Health and others, alleging that the Ministry's tender for the procurement of coronavirus tests was conducted inequitably and granted ISI's competitors an unfair advantage. Adv. Eran Winner, Adv. Ido Vakshi, and Adv. Gaya Tsarfati represented ISI in the petition, which seeks to cancel the tender and issue a new one.

Administrative Appeal to Cancel Land Grant
Last April, the Israel Land Authority allocated a 34-acre plot in Ashdod to Maxima, a company controlled by billionaire George Horesh, without a tender. Three private landowners with factories nearby petitioned to overturn the allocation. Adv. Zohar Lande, Adv. Gal Livshits, and Adv. Adi Shoham represented the petitioners.

Supreme Court Decision on Knesset Channel Chosen as Top Ruling in 2018
TheMarker named the Supreme Court's ruling on the Knesset Channel tender as one of the five most important verdicts of 2018. According to TheMarker, the ruling provides a glimpse into the Court's attitude to the media. Adv. Zohar Lande, Adv. Eyal Nachshon, Adv. Adi Shoham, and Adv. Omer Keydar of the firm's Litigation Department represented RGE Knesset Channel, which won the tender.

High Court of Justice Suspends Re-Examination of RGE's Proposal for Knesset Channel Tender
The High Court of Justice issued a temporary order that the Cable and Satellite Broadcasting Council should explain why it did not announce RGE as the winner of the tender for the operation of the Knesset Channel, following the disqualification of Channel 20's offer. Fierce Battle over Banning Binary Options Reaches High Court of Justice
After the Knesset passed legislation promoted by the Israel Securities Authority prohibiting Israeli companies from trading in binary options, Yukom Communications Ltd. and its controlling shareholder, Yossi Herzog, petitioned the High Court of Justice. Barnea Represents GBI Racing
Adv. Zohar Lande, head of our Litigation Department, represents GBI Racing, a British company that provides betting services to Toto (the Israel Sports Betting Board). The company has asked Finance Minister Moshe Kahlon to reconsider the decision to ban betting on horse races, which was approved by a government committee chaired by Finance Ministry Director General Shai Babad. GBI Racing contends that it was not given an opportunity to present alternative data to the committee.
